When will the public become involved in decision making?
 

Opportunities for public involvement can be identified in each phase of a program or project, as shown in the figure below. This includes program planning, implementation and evaluation; it also recognizes that the public may reap benefits or rewards, even if some individuals are not involved in decision-making, per se. This makes the participation process even more critical, since it will result in decisions about who benefits from the project or program.
